Portland E-Bike Rebate Program

Clever Cycles is a participating retailer in Portland's PCEF E-Bike Rebate Program (Portland Rides). Funded by the Portland Clean Energy Community Benefits Fund, this program helps Portland residents with low to moderate incomes get an e-bike at a significant discount — up to $1,900 in combined rebates.

The full program launches in April 2026 and is open to all qualifying Portland residents. Despite the name "rebate," this is actually a voucher program — you do not pay full price upfront. Once approved, you bring your voucher to our shop and the rebate is applied at the time of purchase.

Rebate Amounts

  • Standard Class 1 e-bike: up to $1,600
  • Cargo e-bike: up to $2,350
  • Adaptive e-bike: rebate amount TBD (launching April 2026)
  • Accessories: $300 additional rebate for all approved recipients (helmets, locks, lights, etc.)

Who Is Eligible

  • Portland resident
  • Age 18 or older
  • Household income at or below 60% of Portland's Area Median Income (AMI)

How It Works

  1. Complete a free safety training — Take a free e-bike safety course through Commute Options and keep your certificate of completion.
  2. Submit your pre-application — Provide your address and general income information at portlandebikerebate.com.
  3. Lottery selection — Applicants are selected through a random drawing. Over the program's three-year span, Portland plans to issue up to 6,000 vouchers.
  4. Complete your full application — If selected, you'll have a few business days to provide proof of Portland residency, your safety training certificate, and income-qualifying documentation.
  5. Get approved and shop — Applications are reviewed within 10 business days. Once approved, you'll receive your rebate details by email.
  6. Visit Clever Cycles — You have 30 days to redeem your voucher at a participating retailer. Come see us at 900 SE Hawthorne Blvd and we'll help you find the right e-bike.

Eligible E-Bike Types

The program covers Standard Class 1 e-bikes — pedal-assist with a top speed of 20 mph, tires 20 inches or larger, and a motor of 750 watts or less. Starting in 2026, cargo and adaptive e-bikes are also eligible.
