Portland E-Bike Rebate Program

Clever Cycles is a participating retailer in Portland's PCEF E-Bike Rebate Program (Portland Rides). Funded by the Portland Clean Energy Community Benefits Fund, this program helps Portland residents with low to moderate incomes get an ebike at a significant discount, up to $2,650 for a cargo ebike with accessories, or up to $1,900 for a standard ebike with accessories.

The full program launches in April 2026 and is open to all qualifying Portland residents. Despite the name "rebate," this is actually a voucher program, you do not pay full price upfront. Once approved, you bring your voucher to our shop and the rebate is applied at the time of purchase.

Rebate Amounts

  • Standard Class 1 or 2 ebike: up to $1,600
  • Cargo ebike: up to $2,350
  • Adaptive ebike: up to $8,500
  • Accessories/Equipment: $300 additional rebate for all approved recipients (helmets, locks, lights, etc.)

Who Is Eligible

  • Portland resident
  • Age 18 or older
  • Household income at or below 60% of Portland's Area Median Income (AMI) for standard and cargo e-bikes
  • Household income at or below 80% AMI for adaptive ebikes

How It Works

  1. Complete a free safety training: Take a free ebike safety course through Commute Options and keep your certificate of completion.
  2. Submit your pre-application: Provide your address and general income information at portlandebikerebate.com. Once submitted, you'll remain in every monthly drawing until selected or the program ends.
  3. Lottery selection: Applicants are selected through a random drawing held on the third Monday of each month. Over the program's three-year span, Portland plans to issue up to 6,000 vouchers.
  4. Complete your full application: If selected, you'll have 8 days to provide proof of Portland residency, your safety training certificate, and income-qualifying documentation.
  5. Get approved and shop: Applications are reviewed within 10 business days. Once approved, you'll receive your rebate details by email.
  6. Visit Clever Cycles: You have 60 days to redeem your voucher at a participating retailer. Come see us at 900 SE Hawthorne Blvd and we'll help you find the right ebike.

Eligible EBike Types

The program covers Class 1 or Class 2 ebikes, meaning pedal-assist with a top speed of 20 mph, a motor of 750 watts or less, and UL 2849 or EN1594 certification. Cargo ebikes must have an extended frame capable of carrying 100 lbs or more, and detachable racks and add-on baskets do not qualify.

Rebate-Eligible E-Bikes at Clever Cycles

We stock rebate-eligible Class 1 e-bikes from Tern, Gazelle, Urban Arrow, Segway, and Xtracycle, and we can help you match your voucher to the right bike for your riding.

For the standard rebate, our most popular picks are commuter e-bikes built for daily use in wet weather. The Tern Quick Haul P9 is a compact utility e-bike that carries a passenger seat or a week of groceries and comes in around $1,800 after the rebate. The Gazelle Arroyo C7 is a Dutch-built city bike with fenders, lights, and a rack included from the factory, landing around $1,400 after the rebate. The Segway Myon is priced at $1,799, or $1,949 assembled, which puts it between roughly $200 and $350 after the standard rebate.

For the cargo rebate, this is where we shine. The Tern GSD P10 is a compact longtail that hauls two kids or a week of groceries yet fits on a standard bike rack, starting around $2,650 after the rebate. The Urban Arrow Family is the gold-standard front-loading box bike for families, and the rebate brings it into reach for many households. The Segway Muxi is a compact cargo e-bike with a 418 lb payload, priced at $1,699, or $1,850 assembled, which means the cargo rebate covers the full cost of the bike. Xtracycle's longtails also qualify: the Xtracycle Hopper packs a 500 lb capacity into a compact 72-inch frame and lands around $400 after the cargo rebate.

Most of these bikes use mid-drive motor systems with enough torque for steep terrain, and the hub-drive Hopper and Muxi bring high-torque motors of their own. If you climb steep routes daily, we will steer you toward the motor and gearing setup that handles your route without strain.
